　　为弘扬舍生忘死、无私奉献的精神，市政府办公室、市政府办公室联合下发了《中山市关于鼓励医疗防疫人员在赢得防疫战争中发挥作用的若干措施的通知》，并制定了以下一线医务人员防疫保障措施:

　　01

　　参加防疫和控制战争的医疗和防疫人员将获得临时工作补贴。在我市重大突发公共卫生事件一级应急期间，直接接触待调查或确诊病例的一线医疗防疫人员，承担诊断、治疗、护理、医院感染控制、病例标本采集和病原体检测等任务。，每人每天将得到300元的补贴。

　　其他参加防疫的医疗防疫人员，每人每天补助200元。由省外重点疫区组织抢救选定的医疗防疫人员可适当增加粮食补贴。计划和发展措施按照《人力资源和社会保障部、财政部关于建立传染病疫情防控人员临时工作补贴的通知》和《财政部、国家卫生委关于新型冠状病毒感染性肺炎疫情防控相关资金保障政策的通知》执行。 资金由财政担保。

　　对承担重点防疫任务，在疫情防控中做出突出贡献的医疗卫生机构，绩效工资总额将连续增加。本单位内部分配计划应特别关注做出突出贡献的一线人员。

　　对抢救病人成绩突出，在防疫新技术、新产品、新药等重大科技攻关中取得重要成果，在防疫一线发挥重要作用，为防疫工作提供保障的优秀医疗防疫人员，给予上述奖励。对医疗防疫人员开展新型冠状病毒疫情防控和医疗救治的相关科研项目，在当年给予一定的倾斜。支持我市医疗卫生机构会同高校、医药企业等单位开展科研，为疫情防控提供科技支持。

　　参加防疫和战争控制取得一等功以上奖励的医疗防疫人员，已职称尚未被聘为相应职务级别的，直接办理职务聘任；受聘于相应岗位的，晋升一级专业技术职务。上述岗位的聘用按事业单位特殊岗位政策规定执行。

　　04

　　对直接接触待调查或确诊病例并承担诊断、治疗、护理、医院感染控制、病例标本采集、病原体检测等任务的一线医疗防疫人员，如尚未录用，各有关单位应及时通过直接调查招聘合格人员担任公共机构工作人员。单位满员，由组织部门在全市总编制中统筹调整解决，实行动态管理。市人力资源、社会保障和卫生部门应当优先录用上述人员。

　　Medical and epidemic prevention personnel participating in the epidemic prevention and control war can appropriately relax the requirements of practical ability examination, grassroots work experience, qualification conditions, performance results and paper topics when applying for professional titles, and shall be implemented in accordance with the relevant provisions of the province.

　　参加防疫战争的医疗防疫人员，因执行公务感染新型冠状病毒的，应当认定为工伤，并依法享受工伤保险待遇。因防疫、治疗、抢救等特殊原因，用人单位申请工伤认定的期限应当适当延长。根据工伤保险协议，感染新型冠状病毒的工伤医疗不受医疗机构的限制。按照有关规定，可以申报牺牲和殉职。

　　重视防疫一线党员的发展。对于在防疫工作第一线一贯表现好、符合党员要求、特别好的，经党支部研究同意，可以及时吸收为预备党员，报上级党组织批准，不受党员发展指导计划的限制。

　　对于参加湖北省医疗救助队、集中处理确诊病例等高危工作，以及在防疫和控制工作中受到表彰的医疗防疫人员，其子女如就读幼儿园和义务教育学校，可根据家长和学生的意愿，优先就读户籍所在地乡(户籍不在中山的，产权房所在地乡)或工作单位所在地乡的优质公办幼儿园和义务教育学校。具体办法由市教育体育局另行制定。

　　加强医疗卫生机构硬件设施改造，加强医疗防疫人员职业暴露防护设施和设备配置建设，使治疗病人的医疗卫生机构能够满足传染病诊断、治疗和预防的要求，创造有利于医疗防疫人员工作的良好环境。引导和支持金融机构为我市参加防疫的医疗防疫人员提供防疫商业保险，开辟绿色通道，提供无保单理赔服务。

　　十

　　对参与防疫控制和医疗救治的一线医疗防疫人员，应合理安排轮换休息。 如果他们不能按时轮流休息，各单位应安排休息。组织一线医疗防疫人员的健康检查。加强对医疗防疫人员的心理危机干预和心理咨询。为防疫、控制一线医疗防疫人员建立家庭信息台账，所在单位和乡镇要会同基层党组织加强人文关怀，帮助解决实际困难，确保一线医疗防疫人员安心参加防疫、控制战争。

　　日前，市教育体育局还下发了《关于2020年一线医务人员抗击新皇冠肺炎儿童政策关怀的通知》，对一线医务人员抗击新皇冠肺炎的儿童进行关怀。

　　护理对象

　　(1)中山市协助湖北医疗队全体成员。

　　(2)在中山抗击新发肺炎的斗争中，受到地市级以上党委、政府表彰的医务人员。

　　(3)直接参与中山市新发肺炎和疑似肺炎患者诊治的新发肺炎治疗专家成员。

　　(4)中山参与抗击新皇冠肺炎期间感染的医务人员。

　　(5)与中山市指定医院新诊断肺炎和疑似病人有直接接触的隔离病房医务人员。

　　护理政策

　　(five) to take care of the children in the city's ordinary colleges and universities or secondary vocational schools, preferred employment.

　　(six) to take care of the children graduated from colleges and universities, in line with the conditions and willing to go to the city's public primary and secondary schools to teach, under the same conditions to give priority to recruitment.

　　(seven) to take care of the children of the object have educational practice needs, give priority to the city's public secondary and primary schools.

　　Qualification determination

　　The list of personnel enjoying policy care shall be collected and reviewed by the municipal health and health bureau, and shall be sent to the municipal education and sports bureau for overall arrangement after being publicized for 7 days without objection.Any fraud, once verified, will be disqualified from policy care and the relevant personnel will be held accountable.

　　Supplementary provisions

　　(1) This policy is a one-time care policy, and the care object can only enjoy one-time care.

　　(2)本政策自发布之日起五年内有效(特殊情况另行处理)。
