  日前,济南市公安局代表市政府起草了《关于进一步深化户籍制度改革的实施意见(征求意见稿)》,并公开征求公众意见。《意见》调整和完善了户籍转移政策,取消了对投资和纳税、购房等结算的限制,调整和完善了人才引进、政策移民、亲属避难、居住和就业等标准。 为满足省会城市中心、副中心和卫星城市不同区域的发展需求,实施了次区域和次区域住宅转移政策。

  关于进一步深化户籍制度改革的意见

  (征求意见稿)

  各区、县人民政府和市政府各部门:

  为贯彻落实党中央、国务院深化户籍制度改革的一系列指示精神,促进有能力在城镇稳定就业和生活的农业转移人口及其他常住人口有序落户城镇,根据省政府《关于贯彻国务院国发[2014]25号文件进一步推进户籍制度改革的意见》(鲁政发[2014] 18号),省委办公厅、省政府办公厅《关于加快推进农业转移人口市民化的实施意见》(鲁办发[2016] 50号)部署要求,现就进一步深化户籍制度改革提出以下意见:

  我…… 一般要求

  (1)指导思想。

  深入贯彻党的十八大精神和党的十八届三中、四中、五中、六中全会及习近平总书记的一系列重要讲话。 围绕实施新型城镇化目标和任务,以促进基本公共服务均等化为保障,紧密结合省会城市发展战略,坚持以人为本,同步推进“四化”和优化布局,着力提升城市人口聚集功能,协调户籍制度改革和相关经济社会领域改革。 实施放宽户籍迁移政策,创新人口管理制度,引导人口有序流动和合理分布,加快户籍人口城镇化速度,推进农业转移人口市民化。

  (2)基本原则。

  1. 合理布局和服务开发。我们将把城市空间、产业布局和资源环境的功能定位作为政策设计的依据。 提高人口规模效益,优化人口结构水平,加快构建与省会作用和城市发展空间相适应的人口发展格局,积极为省会经济社会科学发展提供强有力的人力支持。

  2、根据市场情况,有序推进。要统筹考虑城镇承载能力、就业支撑能力、公共财政保障能力和农业转移人口能力。 我们应该优先考虑股票,推动增值。 我们应该是自愿的、分类的和有序的。 我们应该科学地把握工作的速度、强度和速度。 我们应该实行分化、分区、分类的政策,使人口在不同的地方定居,引导人口合理聚集。

  3、以人为本,尊重意志。尊重农民进城和留村的自主选择权,切实保护农村居民和常住居民的合法权益,不使用强制手段“安置”农民。

  4、综合配套,提供保护。注重户籍管理制度改革的系统性、完整性和协调性,稳步推进城镇居民教育、就业、医疗、养老、医疗、住房保障等基本公共服务全覆盖。

  5、协调发展,良性互动。努力提高城镇综合承载力,增强引导农村人口向周边地区平稳有序转移的吸引力,促进城市化与农村现代化的良性互动,促进城市发展与产业支撑、就业转移和人口聚集的统一。

  第二,调整和完善户籍迁移政策

  1. Talents settle down.Party and government organs, people's organizations and all kinds of enterprises and institutions in the economy to introduce, employ and recruit personnel who meet one of the following conditions can be settled in the region:

  (1)符合省、市人才工作领导小组在济南市《关于深化人才发展体制和机制改革,推进人才创新创业的实施意见》中确定的国内外顶尖人才(甲类)、国家领先人才(乙类)、省级领先人才(丙类)、市级领先人才(丁类)、高级人才(戊类)等高层次、高技能人才;

  (二)取得博士、硕士学位(包括从国外回国并取得教育部承认的同等学位的人员),或者具有副高级以上专业技术职务资格的专业技术人员和高级技术人员,并为本人、配偶和未婚子女;

  (三)50周岁以下,具有中级以上专业技术资格,或者工人技师以上专业资格,签订劳动合同,按规定参加本市城镇职工养老保险,持有居住证,本人、配偶及未成年子女;

  (四)年满45周岁,具有初级专业技术资格或者高级专业技术资格,按照规定签订劳动合同,参加本市城镇职工养老保险满2年,并持有居住证的本人、配偶和未成年子女;

  (五)45岁以下具有国家承认的研究生或本科学历的人员(包括经教育部承认的出国留学、回国后取得同等学历的人员),签订劳动合同,按规定参加本市城镇职工养老保险,持有居住证,本人及其配偶和未成年子女;

  (六)具有全日制普通高等学校或中专学历的40岁以下人员(包括经职业院校和教育部认定的出国留学和回国后取得同等学历的人员),按规定分别参加本市城镇职工养老保险1年和2年,并签订劳动合同和取得居住证的人员,以及本人及其配偶和未成年子女;

  (七)被部、省政府、市政府表彰或在世界技能大赛和全国一、二类职业技能大赛中获奖,或在过去3年中在省级一类职业技能大赛中获得三等奖或市级一类职业技能大赛中获得二等奖以上的人员及其配偶和未成年子女。

  2. 定居并就业。符合本市城镇职工养老保险规定满1年,持有居住证并具有合法的住宅产权(含住宅公寓)并取得房产证或房产证的,本人、配偶及其未成年子女。

  3. 政策已经确定。根据国家、省市的有关政策规定,下列人员经有关行政管理部门移交、接收、安置或申报,可以在本地区落户。

  (一)经组织、人力资源和社会保障部门批准调动(包括招聘和聘用)的党政机关、人民团体、事业单位和国有企业的干部、职工本人及其随行配偶和未成年子女;

  (二)全日制普通高等学校、中等专业学校和技工学校的毕业生,经毕业生主管部门办理毕业生收发手续并落实就业单位的;

  (三)按照国家和省市有关政策规定录取的新生、本市毕业生和辍学返乡学生;

  (四)安置部门接收并由市党政机关、企事业单位聘用或聘用的退役士官(兵)的安置;

  (五)符合国家、省、市有关复员军人、军队离休干部(士官)、随军家属的政策规定;

  5, relatives take refuge in settled.Meet one of the following conditions, can be settled in the region.

  (1) Husband and wife take refuge: Foreign residents and residents with permanent residence in this city can register for marriage at any time without restriction of marriage age or age.Among them, those who have already taken refuge in the economic union shall apply for the union again, and the duration of the marriage shall be 1 year.

  (2) Children take refuge: minor children or adult unmarried children voluntarily follow their parents.

  (3) Parents take refuge: male over 60 years old, female over 55 years old, not restricted by the presence or absence of children, allowed to take refuge in adult children to settle down; Those whose parents take refuge in the aid of their children can no longer handle the transfer or serial transfer of other children from other places in the name of their parents.

  (4) Minors who take refuge in their grandparents and grandparents due to the death of their parents.

  (5) Adoption of children according to law.

  (4) Policy of encouraging settlement.

  The scope of implementation is: tianqiao district's Bridge, Sangzidian Street and Licheng District's Wangsheren, Baoshan, Guodian, Tang Ye, Ganggou, Caishi, Suncun, Lingang, Yaoqiang, Dongjia, Juye River Street and Tangwang Town.For permanent residence personnel outside the city's five districts (lixia, shizhong, huaiyin, Tianqiao, Licheng), they have legal and stable residence (including lease), legal and stable employment and have participated in the old-age insurance for urban workers in this city for 2 years according to regulations. they, their spouses and minor children can apply for settlement in their residence.At the same time, in terms of talents settling down, residence and employment settling down, policy settling down, introduction of projects settling down and relatives settling down, they are equally entitled to Article (3) of the optimized settling down policy so as to speed up the transfer and accumulation of industries and population and share the functions of the city.

  (5) Release the policy of settling down.

  The scope of implementation is: Changqing District, Zhangqiu District, Pingyin County, Jiyang County and Shanghe County.In this region, the policy of settling down will be relaxed in an all-round way to attract additional foreign population to settle down and promote the local agricultural transfer population to transform locally.

  1, in Changqing, Zhangqiu district government resident and other towns, at the same time have legal and stable residence (including lease), legal and stable employment and in accordance with the provisions to participate in the city's urban workers pension insurance personnel, I and my spouse, unmarried children, parents, can apply to settle in the place of residence.同时,在人才落户、居住就业落户、政策落户、引进项目落户和亲属落户等方面,他们同样有权享受优化安置政策第三条。

  迁入长清区、章丘区2年以上的居民和该地区原常住居民,符合市区内相关的户籍迁移和安置条件的,可以申请在其居住地落户。

  2、在平阴、济阳、商河三县政府驻地等城镇,有合法稳定的户籍(含租赁)或合法稳定就业的人员,本人及配偶、未婚子女、父母,均可在居住地或就业地申请落户。

  (市公安局负责制定市区实施细则。 市发展改革委、城乡建设委员会、住房保障管理局、人力资源和社会保障局等单位配合。 县政府负责制定本地区的实施细则。)

  (6)推进自莱合作区户口迁移一体化。

  迁入莱芜市长清区和章丘区后,在莱芜市居住时间较长或已取得户口登记满2年的常住居民,将享受与该地区原常住居民相同的迁入市区政策,不受新迁入年限的限制。

  三. 创新人口管理

  (7)深化居住证制度的实施。

  认真贯彻国务院《居住证暂行条例》和省政府《山东省流动人口服务管理暂行办法》,将流动人口服务管理经费纳入县级以上人民政府财政预算,建立健全覆盖流动人口的管理、权益保障和公共服务体系。依托乡镇人民政府、街道办事处和村(居)民委员会,完善流动人口网格化综合服务管理平台,配备和充实流动人口管理辅助人员,努力提高流动人口管理能力和服务水平。落实各有关部门和机构的工作职责,确保居住证或户籍证件持有人依法享有基本公共服务和设施,按照权责平等、梯度赋权、逐步发展的原则,完善和扩大居住证使用功能,促进流动人口基本公共服务均等化。

  (市发改委、公安局、法制办、教育局、民政局、司法局、财政局、人民社会事务局、城乡建设委员会、住房保障管理局、卫生计生委等部门和县区人民政府分别负责)

  (八)完善人口信息管理系统。

  加强和完善基本人口信息登记和统计调查制度,全面掌握人口动态信息,准确反映人口规模、人员结构、人口流动、区域分布等。建立人口信息管理大数据平台,分类完善劳动就业、教育、收入、社会保障、房地产、信贷、卫生计生、税务、婚姻、民族等信息系统。 积极推进跨部门、跨地区的信息整合和共享,为制定国民经济和社会发展规划及人口发展战略提供基础数据,为国家人口基础信息库的建设和完善提供信息支持。

  Actively promote the construction of new rural communities, attract and encourage the rural population to move to rural and urban agglomerative communities nearby with characteristic industries and advantageous projects, so as to comprehensively improve the capability of community public services and infrastructure supporting.We will improve the management function of community services, promptly integrate the rural population and other permanent residents who have settled in cities into the management of community services, speed up the full coverage of party (group) organizations and mass organizations, guide orderly participation in politics and social management, and realize the integration of individuals into enterprises, children into schools, families into communities and groups into society.We will promote the "village-to-residence" of new rural communities and the same service and management of urban communities to speed up the process of urbanization.

  Five, improve the rights and interests protection mechanism

  (eleven) improve the urban and rural employment and entrepreneurship service system.

  1. 加强就业和创业公共服务培训。协调各类职业教育培训资源,整合农业转移人口培训项目和资金,加大财政投入,购买培训服务,为农业转移人口提供政府资助的职业技能培训服务。充分发挥企业在农业转移人口职业培训中的主体作用,落实定额培训补贴等扶持政策,调动企业培训积极性。鼓励和支持高等院校、各类职业院校和培训机构面向全市开展职业技能培训,推进职业技能培训基地建设。

  2、加大就业和创业支持力度。组织开展创业培训,提供政策咨询、项目推荐、创业指导、后续支持等创业服务,落实创业担保贷款、创业补贴、税收减免等优惠扶持政策。加大对农民工创业政策的支持力度,完善农民工劳动权益保护机制。城乡实行统一的就业和失业登记制度,凡登记就业和创业的,享受同等的公共就业和创业服务。

  3. 确保农业移民同工同酬。完善以“一本书、两金、三制、一卡”为主要内容的工资支付保障机制,完善工资支付动态监控体系,推进诚信工资支付体系建设。加强劳动合同管理,用人单位应当依法与被录用的农业转移人口签订劳动合同,保证农业转移人口与本单位职工享有同等权益。清理针对农业转移人口的各种就业歧视政策,消除城乡劳动者的身份差异,实现城乡劳动者同工同酬。

  (十二)促进基本公共服务均等化。

  1. 确保与他们一起迁移的儿童享有平等的受教育权。将所有流动儿童纳入全市教育发展规划和财政保障范围,按照相对就近的原则,确保符合入学条件的流动儿童在相应城镇的全日制公办中小学平等接受义务教育。逐步完善符合入学条件的流动儿童免学费中等职业教育政策和入园幼儿园合格儿童学前教育补贴政策,以及接受义务教育后参加入学考试的实施办法。

  2、纳入社区卫生和计划生育服务体系,提供基本医疗卫生服务。根据城市公共卫生服务资源的常住人口配置,农民工及其家庭将纳入社区卫生和计划生育服务体系,免费提供健康教育、妇幼保健、预防接种、传染病防控、计划生育技术等基本公共卫生和计划生育服务。完善医疗救助政策,将符合条件的农民工及其随行家属纳入我市医疗救助范围。

  (十三)扩大住房保障服务范围。

  积极推进住房保障体系建设,将农村流动人口和常住居民纳入城市住房保障体系,从多方面有效保障他们的基本住房需求。在符合土地利用和城市总体规划的前提下,支持各类符合条件的企业集中、农业转移人口集中的园区建设公共租赁住房项目。

  (14) Accelerate the construction of a social security system integrating urban and rural areas.

  (fifteen) improve the rural property right system.

  We will ensure the registration and certification of rural land rights, and protect farmers' right to contracted management of land and the right to use homestead in accordance with the law.推进农村集体产权制度改革,探索集体经济有效形式,保障成员集体产权和收入分配权利。建立和完善农村产权转让交易市场,促进农村产权转让交易公开、公平、规范运行。维护进城务工农民的合法权益,推进农民继续享受基于“全家庭转移记录”或“个人转移记录”的农村“三权”政策,探索建立农村土地承包经营权和集体收入分配权自愿有偿流转机制,支持和引导进城务工农民土地使用权自愿有偿流转。在这一阶段,农民不得退出土地承包经营权、宅基地使用权和集体收益分配权,作为在城市定居的条件。

  (十六)创新农业管理模式。

  农村土地承包关系的稳定性将长期保持不变。 坚持家庭经营在农业中的基础地位,培育新型经营主体,促进家庭经营、集体经营、合作经营和企业经营共同发展,支持大型专业家庭、家庭农场和农民合作社发展,鼓励和引导工商资本向农村转移,发展适合企业经营的现代农业和维修业,向农村引进现代生产要素和管理模式。改革征地制度,确保改善失地农民的现有生计,保障他们的长期生计。

  (十七)加强基本公共服务的财政保障。

  逐步理顺权责关系,建立权责与支出相适应的制度。完善财政转移支付与农业转移人口市民化的衔接机制,根据基本公共服务责任分工和市民化人口规模,合理确定各级政府财政支出责任,充分考虑农业转移人口的基本公共服务需求,完善转移支付相关分配方式,加大对农业转移人口较多的城镇的财政支持力度。 建立城镇建设用地规模与农业转移人口数量挂钩机制。 加大对大量农业转移人口城镇的土地支持力度。完善政府、企业和个人参与的市民化成本分担机制。 积极推进农村产权制度改革,提高农业转移人口的成本分担能力。按照中央政府的统一部署,深化税制改革,完善地方税制。

  六、加强组织领导

  (十八)加强宣传措施。

  进一步推进户籍制度改革是一项涉及广大农业移民和其他常住居民的重大举措。 这关系到新型城镇化的发展和人民群众的切身利益。各级各部门要从全局和政治角度充分认识户籍制度改革的重要意义,尽快将思想和行动统一到中央、省、省政府的决策和部署中,切实落实户籍制度改革的各项政策措施。市户籍制度改革领导小组应加强对户籍制度改革工作的统筹协调、监督和推进。 各单位要按照w认真履行职责ith the requirements of the implementation opinions and the division of tasks, pay close attention to the study and formulation of detailed implementation rules for sub-items to form a "1+N" policy system to ensure that all work is implemented in place according to the time limit.
